Carbon Reduction Commitment Legislation

All organisations with one or more half hourly meters are required to register in the Carbon Reduction Commitment (CRC) energy efficiency scheme from April 2010. Although the final legislation has not yet been passed, preparations are underway and it is important to understand the requirements as there are potential fines for non-compliance.
The scheme is a manditory emissions trading scheme intended to target large electricity users. Under the scheme, these large organisations are required to purchase allowances from the Government for each tonne of CO2 they plan to emit. At the end of the compliance year each participating organisation will have to surrender the allowances equivalent to that years emmisions. A league table will be published showing comparitive performance of emission reduction for organisations and the revenue generated from the scheme will then be shared back to participants based on their position in the table.
Some level of participation in the scheme is compulsory, but only needs to be undertaken at the highest level of the organisation if you are part of a group of companies. The extent to which you have to participate varies depending on your total electricity consumption through half hourly meters in 2008.

The scheme will be administered by the Environment Agency and registration will be through the Government Gateway online service. Fines will be levied for all organisations who haven't complied with these requirements by 30th September 2010.
